What the charge covers

The charge pays for what the owners share: the building’s insurance, the lifts, the pool, the common electricity, the cleaning, the administrator’s fee and a reserve fund for repairs. It does not pay for anything inside your unit, and it does not pay for the municipal property tax.

How the charge is set each year

The administrator drafts a budget in the first quarter and sends it to every owner with the agenda at least fifteen days before the annual meeting. The meeting approves the budget by a simple majority of the votes present, weighted by the floor area of each unit, so a penthouse carries more weight than a studio.

The charge per square metre is the approved budget divided by the total floor area of the building. A building of 4,000 sqm with an approved budget of 120,000 CRC a year charges 2.5 CRC per sqm a month. The arithmetic is simple, which is why a charge that does not match it is the first thing to question.

Why coastal buildings cost more

Two lines drive the gap between the coast and the hills. Salt corrosion shortens the life of lift motors and pool pumps, and a coastal building replaces them on a seven-year cycle where a hill building manages twelve. Pools themselves cost 900 to 1,400 CRC a month to run in a building with sixty units.

A hill building without a lift or a pool, like the ones on the ridge in Cerro Alto, can run at 1.8 CRC per sqm with a healthy reserve. A marina building in Playa Norte with two lifts and a rooftop pool runs at 3.1 CRC and is not overcharging.

Pros and cons of a low charge

A low charge is attractive on the listing and expensive in year six. Buildings that cut the reserve fund to hold the charge down pay for the roof with a special assessment instead, and a special assessment of 12,000 CRC per unit arrives as one invoice.

A high charge with a full reserve is the building that never sends the invoice. New buildings start with an empty reserve and a low charge, which the new build against resale comparison treats as a cost, not a saving. The pros of the higher monthly figure are invisible until the lift breaks; the cons of the low figure arrive all at once. Read the reserve line, not the total.

Risks and what to check before buying

Ask for the last three approved budgets and the reserve fund balance. A reserve below 10 percent of the annual budget in a building older than eight years is a building with a repair it has not paid for. The title checks guide explains how the debt statement and the minutes fit together with the budget.

Check whether the charge on the listing is the approved charge. Agents sometimes quote last year’s figure, or the figure before a special assessment, and the difference follows the unit to the buyer.

How to dispute a charge: step by step

Step 1: write to the administrator within 30 days of the invoice, stating the line you dispute and why.

Step 2: request the itemised budget and the invoices behind the disputed line. The statutes give you the right to see them.

Step 3: if the line was not in the approved budget and was not voted as a special assessment, withhold that line only and pay the rest, in writing.

Step 4: raise it at the next general meeting, where a majority can reverse an administrator’s decision. Owners who withhold the whole charge lose the argument and gain a lien.

Who this is for: scenarios

The buyer choosing between two similar units should compare charges per square metre and reserve balances, not totals. The condo buying guide adds the charge to the full cost of ownership. The owner facing a sudden increase should follow the four steps above before withholding anything, and the investor modelling a rental should treat the charge as the first deduction from rent, before platform fees and before tax.

Frequently asked questions

What is a fair service charge on Isla Verde in 2026?

Between 1.8 and 3.2 CRC per square metre a month, from the association budgets this desk has read. Coastal buildings with pools sit at the top of the range; hill buildings without lifts sit at the bottom.

Can the association raise the charge mid-year?

Only by a special assessment voted at a general meeting with the notice period the statutes set, usually fifteen days. A charge raised by the administrator alone is not enforceable.

What happens if I stop paying?

After two written reminders sent thirty days apart, the association may register a lien against the unit. The lien blocks any sale until the debt is cleared, and it accrues interest at the statutory rate.
